But if I read the selection rules properly, teams finishing first in league will get first shot at being seeded and I only foresee 4 teams in Division 11 finishing first in their leagues.

the Arroyo Knights (10-0) of El Monte from the Mission Valley League,
the Covina Colts (7-2, 3-1) from the Valle Vista League,
the Katella Knights (8-1, 4-0) of Anaheim from the Orange League, and
the Coachella Valley Arabs (7-2, 4-0), of Thermal, from the De Anza League.

The Arcadia vs Covina match-up might seem odd to some in the first round since they are the #3 & #4 teams in the current CIFss D-11 poll, but because Arcadia is projecting to fall into third place, they may just be one of two lucky 3rd place teams to even make the playoffs.
The playoffs may consist of 4 first place teams, 10 2nd place teams and 2 third place teams with possibly two more eligible third place teams being left out of the playoffs and no room for at large entrants.
Another variable will be how teams pick playoff placement for teams that finished tied in second place in league. League policies could definitely change who is in or out of the playoffs. I made the assumption that teams that tied for 2nd in their leagues would somehow get that designation as a 2nd place team.
Anyhoo, this all gets answered with finality from the CIFss office, I believe, this coming Sunday. Until then, enjoy speculating or telling me how I am wrong.
