DVL, De Anza Merge Being Discussed

I read this and asked why? Making a super league only to divide the teams into divisions by strength will lead right back to where we are (at least in FB.)
De Anza played DVL 10 times in preseason winning 4. DVL is down this year other than PS and LQ, and De Anza's only "quality" win was against PD which is waaay down this season.
Maybe it makes sense in the other sports.
